NATIONAL SECURITY STRATEGY OF UKRAINE AS A SECURITY TOOL OF STATE POLICY

Abstract

The article is devoted to the analysis of the National Security Strategy of Ukraine in four editions – 2007, 2015, 2020 and 2022 in order to determine the current directions of the state's development in the future. Specific features of strategies based on the context of the creation of the document, subjects and objects, directions and the possibility of implementing the strategy based on social risks are determined. In particular, the analyzed National Security Strategy of 2007 emphasizes the connection of Ukrainian problems with global problems, the issue of the crisis in international security is also raised. As for external risks, the main one is strained relations with the Russian Federation. The National Security Strategy of 2015, formed after the Revolution of Dignity. In addition to the provisions listed above, the priority of foreign policy and the problem of solving external risks are monitored. More clearly, we are talking about the need for Ukraine to become a full member of the EU and NATO. The 2020 strategy emphasizes human security. Therefore, the basis is largely the provision of rights and freedoms of citizens, regardless of socio-demographic characteristics and the presence of disability. The 2022 state security strategy was adopted before a full-scale invasion, but it provides for in-depth cooperation with the USA and European countries, updates the security directions of development in various spheres of state policy and shows the need to take into account NATO and EU security standards in the formation of Ukraine's security tools. Summing up, we note that the analysis of the National Security Strategy of different years accumulated the current trends in the development of the state and institutions of civil society, showed the current trends and mechanisms for their implementation, and noted the priority of these trends. The national security strategy forms a conceptual vision of current problems both in the context of the internal environment and in the context of the external environment.
