THE CURRENT ROLE OF REPRESENTATIVES OF CIVIL ENVIRONMENT IN THE SYSTEM OF CIVIL-MILITARY COOPERATION

The article is devoted to the study of the formation and development of the system of civil-military cooperation (CMC) in Ukraine in the current historical conditions, its place and role in the national security system, and the specifics of the tasks and functions of the national CMC system.The author analyses the historical background of the creation, formation and development of civil-military cooperation in the Armed Forces of Ukraine, the purpose and functions of the CMC units during the anti-terrorist operation and the Joint Forces Operation in the areas of repulsing armed aggression against our country, and in the course of repulsing the armed aggression of the Russian Federation against Ukraine under the legal regime of martial law. The author describes the new tasks of the units of civil-military cooperation of military formations that have emerged in modern conditions and predicts the challenges that the system of civil-military cooperation will face in the period of reconstruction of the country.It is proved that the existing regulatory and organizational support of the processes of civil-military interaction creates a predominant direction for the implementation of the military component of civil-military cooperation. Instead, conservation of life, protection of civilians, infrastructure for the international community is a key element in the course of fighting, armed conflicts.In order to improve the functioning of the system of civil-military cooperation, both in matters of solving the problems of military operation and support of the civil environment, it is proposed to involve in such processes on a systematic basis representatives of the civil environment. In particular, it is advisable to provide for military and civilian administrations in the respective crisis regions staff of employees on civil-military cooperation, as well as to use the initiative and commitment to such issues of representatives of volunteer and other non-state structures.
