ANALYSIS ROLE OF PUBLIC ORGANIZATIONS IN THE SYSTEM OF PROVISION OF SOCIAL SERVICES IN UKRAINE

Abstract

The article analyzes the role of public organizations in the system of providing social services in Ukraine. The importance of state involvement of public organizations in the provision of social services is argued. The key shortcomings that arise in the course of public organizations' performance of their powers and duties in the system of providing social services are singled out. It was found that public organizations by their nature are able to effectively, qualitatively and rationally provide social services, cover a wide range of their recipients, respond flexibly to their requests and satisfy their needs, especially considering the complex socio-economic situation in Ukraine in in connection with the war. At the same time, the state authorities in Ukraine reduce the importance of the activities of public, charitable and religious organizations and do not sufficiently involve them in the provision of social services. It was determined that in the process of performance by public organizations of their functional powers and duties, including the provision of social services, in the pre-war period and during the war, there is a whole series of shortcomings, the most acute of which are: regulatory and legal irregularity of the financing mechanism and discrimination of public organizations in access to receiving budgetary social expenditures; the closed nature of representatives of state authorities, their underestimation and neglect of cooperation with public organizations on an equal basis; low level of qualification, practical skills and abilities of employees of public organizations; mistrust and unwillingness of the public to receive social services provided by non-governmental organizations. The share of budgetary funding of domestic public organizations (approximately 10% of their total budget), which in recent years has a pronounced tendency to decrease, is a source of concern. The negative impact of this factor is exacerbated by the impossibility of commercial activities by public organizations in accordance with the legislation in force in Ukraine. The analysis revealed that an important aspect for the state, which is in a difficult socio-economic situation due to the war, is the use, as an additional resource, of the human, professional and material potential of public organizations, volunteers to provide social services to those who desperately need them.
