INTERACTION OF COMMUNAL SOCIAL SERVICES WITH ORGANIZATIONS OF THE «THIRD SECTOR» AS A MECHANISM FOR ENSURING THE LONG-TERM SAFETY OF RESIDENTS OF A METROPOLIS IN WARTIME

The article is devoted to the study of the food security of the citizens of the metropolis in the conditions of war as part of the implementation of the international research project «FUSILLI» (Fostering the Urban Food System Transformation through Innovative Living Labs Implementation), which is financed by the research and innovation program of the European Union «Horizon 2020» H2020- CE-FNR-07-2020 under grant agreement № 101000717. Russia's military aggression against Ukraine negatively affected the level and quality of life of the population and exacerbated the problem of food security of the population. For the third year in a row, the enemy is destroying our energy infrastructure, granaries, burning and mining fields with crops, stealing and destroying agricultural machinery and constantly creating threats aimed at undermining the food security of the population. Therefore, now the main issue is countering the threats caused by the war, eliminating the consequences while reducing the risks in the near future. This actualizes the study of the mechanisms of interaction of communal social services with organizations of the "third sector" in order to ensure food security of the residents of the metropolis in conditions of war. The purpose of the article: to reveal the possibilities of effective interaction of communal social services with organizations of the «third sector» as a mechanism of social protection of residents of the metropolis in the field of food security (on the example of the city of Kharkiv). According to the results of an online survey of experts of communal social services of the city of Kharkiv, conducted with the participation of the authors of the article, it was determined that the effective interaction of communal social services with organizations of the «third sector» as a mechanism of social protection of residents of the metropolis in the field of food security consists in the regular issuance of food kits, hot meals and other types of assistance to vulnerable sections of the population who are in difficult life circumstances and need external assistance.
