SIGNIFICANCE OF THE “EUROPEAN PILLAR OF SOCIAL RIGHTS” FOR INCLUSIVE SOCIAL WORK IN UKRAINE

Abstract

Objective. In Ukraine's aspiration for European integration and synchronization of its legislation with the standards of the European Union, the «European Pillar of Social Rights» (ESPR) is a reference point for reforming social policy. The study of the impact of ESPR on the practice of social work in Ukraine will contribute both to the assessment of the current state of compliance of Ukrainian social policy with European standards, and to the development of specific recommendations for its further reform, which should contribute to the construction of a fairer, sustainable and socially protected society in Ukraine. The article attempts to analyze the impact of the on the social policy of Ukraine and on the practice of social work, for the implementation of inclusion tasks.Methodology. The study used general scientific methods of analysis, synthesis, generalization, and comparison of information from open sources; content analysis of full-text scientific works in the Google Scholar scientometric database, the Ukrainian legislation database was also conducted.Scientific novelty of the work. The paper analyzes the process of implementing the provisions of the ESPR into the practice of social work in Ukraine. Based on the results obtained, the tasks, norms, and practical forms of implementing the tasks of the ESPR to improve inclusion are described.The research findings showed that the principles of EPSR can become the basis for building a modern, fair, and inclusive social policy. Such a process will have a transformative impact, including rethinking the paradigm of social services, strengthening the focus on individual needs, developing professional standards of social work, promoting intersectoral cooperation, and expanding access to quality social services. Further studies of the specified document may be directed to the analysis of specific mechanisms of EUSR implementation in Ukrainian realities, the evaluation of the effectiveness of already introduced reforms and the development of recommendations for further harmonization of legislation.
