STRUCTURE OF SOCIAL PROTECTION BODIES FOR COMBATANTS AND VETERANS IN UKRAINE: LEGAL AND FUNCTIONAL BASIS

The article analyzes the structure of social protection bodies for combatants and war veterans in Ukraine, their legal and functional foundations, and defines the role of social responsibility of the state in the structure of social protection It is argued that an effective social protection system for combatants (war veterans) should be comprehensive, integrated, and adaptive, combining legislative protection of rights and social responsibility, access to social services, psychological and professional support, and mechanisms for social adaptation in the context of post-conflict reintegration. It is specified that the social protection system for UBD and war veterans in Ukraine has a multi-level institutional structure that includes central executive bodies, local self-government bodies, specialized support services, and civil society institutions, and as a model, it ensures the comprehensive nature of social support and allows for the implementation of the principle of interagency cooperation. It has been found that the social protection system in Ukraine has features of a cross-sectoral model, where the combination of public administration, professional social work, and civic activism creates conditions for comprehensive support for UBD (war veterans). It has been established that the regulatory framework is also supplemented by Ukrainian laws in the areas of social security, health care, employment, education, and housing policy, as well as by subordinate acts of the Cabinet of Ministers of Ukraine, which detail the mechanisms for implementing the relevant social guarantees. An institutional structure for social protection has been established and the functional principles of social protection bodies for UBD and veterans have been defined. Promising areas of research will include both evaluating the effectiveness of existing mechanisms and developing new support models adapted to the needs of UBD (war veterans) in difficult socio-economic conditions
