MODERN TRENDS OF THE ORGANIZATION OF SOCIAL SECURITY OF THE POPULATION OF UKRAINE: ANALYTICAL ASPECT

The definition of modern trends in the organization of social security for the population of Ukraine took place on the basis of generalizing the scientific and methodological basis of domestic and foreign scientists using official data from the State Statistics Service of Ukraine, the Ministry of Social Policy of Ukraine, the State Treasury Service of Ukraine, and the Center for Public Expertise. The article presents the results of the analysis of the growth rates of government spending on social protection and social security of the population. The structure of expenses of the consolidated budget of Ukraine, the quantitative dynamics of pensioners of all categories in the regional context for the period 2010– 2020 has been analyzed. According to the results of the analysis, it was found that in Ukraine there are stable trends in the organization of social security, among which there is a predominantly growing trend in government spending on social protection and social security of the population, a stable trend in pension provision, characterized by spending on social protection of pensioners at the level of more than 50% and a significant differentiation of pension provision by regions of Ukraine, which does not change throughout the entire period of independence of Ukraine. It was found that along with stable trends, transformations are taking place in the organization of social security of the population, which determine new trends. It was determined that during the analyzed period there was a slowdown in the growth rate of social security for the population of Ukraine, which is directly related to the change in the structure of social security expenditures for 2018–2020. It is proved that the growth of state budget expenditures on social protection and social security in 2020 compared to 2019 is due to a change in the mechanism for providing benefits and housing subsidies in 2020 and the transfer of powers to the Ministry of Social Policy, which led to a decrease in interbudgetary transfers.
