PROTECTION MAINSTREAMING: AVAILABLE PRACTICES AND PERSPECTIVES IN UKRAINE

Abstract

The authors of the article adhere to the following positions: 1) in the conditions of martial law in Ukraine, humanitarian assistance keep its relevance for the affected population; 2) currently, the issue of humanitarian assistance, including its non-material dimension, is not sufficiently reflected in publications of Ukrainian scientists; 3) international experience and humanitarian assistance standards are important for understanding. Main objective of the research presented in the article is to reveal the meaning of the "protection mainstreaming" concept in the context of analysis of existing practice and prospects of humanitarian assistance in Ukraine. The analysis is based on experience of the Global Protection Cluster and the Protection Cluster in Ukraine, international standards of humanitarian assistance. Definition of the "protection mainstreaming" concept is applied in the sense of the Global Protection Cluster and includes the following components: 1) the priority of safety and dignity of people; 2) ensuring people's conscious access to assistance; 3) accountability to the affected people; 4) participation and empowerment. Analysis of the practice of humanitarian assistance in Ukraine was carried out for each of these components. Existing good practices, the practices of gender monitoring, development and update of gender passports of territorial communities, establishment and functioning of councils of the affected people and councils of internally displaced persons, and practices of gender-based violence prevention are highlighted. Prospects for development of humanitarian assistance in Ukraine are highlighted. Such prospects are seen in the identification and monitoring of security risks at the level of territorial communities; in the formation of a culture of accountability to affected people; in development of community cohesion; in promoting the participation of affected people, including participation of women in decision-making; taking into account the survival strategies of affected people – a person, a family, an enterprise, a community.
