LIBERAL RESTRUCTURING OF THE WELFARE STATE: A NEW CONTEXT FOR THE DEVELOPMENT OF NON-PROFIT ORGANIZATIONS IN THE FIELD OF SOCIAL SERVICES

Abstract

The article examines the process of liberal restructuring of the welfare state and its impact on the functioning of non-profit organizations in the field of social services. The author analyzes the changes in social welfare policy and the transformation of the social service system in the context of liberal ideologies and aims to identify the challenges and opportunities for nonprofit organizations in connection with these transformations. The study uses historical and comparative, hypothetical and deductive, and logical (analysis and synthesis) methods. The main findings of the study are that in the context of the liberal development of the welfare state, non-profit organizations in the field of social services are becoming key players in the development of the social sector. The development of non-profit organizations in this new context reflects changes in the ways of providing social protection and support to the population, which contributes to improving the quality of life. The author makes an effort to reveal the key aspects of interaction between the public sector and non-profit organizations, emphasizing the importance of such cooperation for improving the quality and accessibility of social services for the population. In addition, the article analyzes the impact of liberal reforms on the financing, management and strategic planning of non-profit organizations in the field of social services. The author comes to the conclusion that neoliberal trends affect qualitative changes in the relationship between the state, the market, and the nonprofit sector. In recent decades, they have generated a demand for non-state institutions and mechanisms that can relieve the state of some of its obligations. Theoretically, this means a revision of the obligations to ensure the social welfare of citizens between the market, social institutions (family and citizens’ associations) and the state in the direction of reducing the role of the latter.
