SOCIAL PROTECTION OF WARDS OF PSYCHONEUROLOGICAL BOARDING SCHOOLS IN CONDITIONS OF FULL-SCALE WAR

Abstract

The article reveals the peculiarities of social protection of wards of psychoneurological institutions during military operations, ensuring their livelihoods, providing social services and realizing the rights to social rehabilitation and adaptation. The authors confirmed that in the conditions of a full-scale war, due to the incompleteness of the reform, the situation with social protection and ensuring the maintenance of the rights of persons with mental disorders and intellectual disorders in psychoneurological social institutions of Ukraine is quite difficult. It is noted that despite the fact that the war has been going on for the tenth year, the vast majority of social institutions of the psycho-neurological type, as of today, do not have a properly equipped shelter that could accommodate all the wards, clear evacuation plans, and adapted transport. Attention is focused on the causes of such a situation, in particular on insufficiently qualified personnel. The problems of social protection of wards of psychoneurological boarding schools, which were solved in the zone of temporary occupation, were revealed. Quite often, due to the collaborationism of representatives of the local administration, any contact with the mentioned institutions is lost, and further the fate of their wards remains unknown. The authors emphasize that the situation with social protection of wards of psychoneurological boarding schools in the conditions of military operations is ambiguous. In need of social protection and state support for wards of psychoneurological boarding schools who have acquired health disorders and suffered discrimination while staying in the temporarily occupied territories. Unregulated is the issue of providing social services for the rehabilitation and adaptation of veterans with unspecified disabilities. Also, according to the authors' conclusion, it is worth developing and approving state standards of social services «residence maintenance» and «representation of interests» specifically for the target group «persons with disabilities due to mental retardation and mental disorders».
