INTERNATIONAL GUARANTEE FOR THE PREVENTION OF CORRUPTION IN THE SOCIAL SECURITY SYSTEM

The article is devoted to the analysis of international guarantees for the prevention of corruption in the social security system. It examines the main international legal acts aimed at fighting corruption, such as the United Nations Convention against Corruption and other regional agreements. The mechanisms used to ensure transparency and accountability in the management of social programs, as well as the impact of these measures on the effectiveness of social security, were studied. Special attention is paid to best practices that can be adapted to national contexts to reduce corruption risks. The article emphasizes the importance of international cooperation and exchange of experience for improving national anticorruption strategies in the field of social security. It also examines the importance of global initiatives and partnerships in the fight against corruption, including joint technical assistance and training programs for government and civil society organizations. The findings emphasize the importance of an integrated approach to corruption prevention, including legal, institutional and technological aspects, as well as the importance of international cooperation to achieve sustainable development of social security systems in a global context. The purpose of the study is to highlight and analyze the main problems of implementing international standards into national legislation and practice, in particular, the challenges that states face when adapting international norms to their legal systems. Methodology. Thanks to the use of methods of analysis, synthesis and generalization of normative legal acts and documents of international importance, it was established that an important task in the way of preventing and combating corruption in Ukraine is the formation and strengthening of the institutional capacity of bodies responsible for preventing and fighting corruption, as well as on the role of civil society and mass media in ensuring control and transparency. Systematic activity in a number of main directions is necessary to solve this task. Results and practical significance. Cases of successful implementation of anti-corruption measures in various countries are analyzed, which can serve as examples for other states. Based on the analysis, conclusions are drawn regarding the effectiveness of existing international guarantees and recommendations are offered for their improvement in order to increase the resilience of social security systems to corruption threats.
