FEATURES OF PROVIDING SOCIAL ASSISTANCE TO PEOPLE WITH LIMITED FUNCTIONAL CAPABILITIES

Abstract

The article examines various historical aspects of the provision of social and pedagogical assistance to people, in particular to children with special psychophysical development. The issues of studying mercy and beneficence as cultural-historical prerequisites of social pedagogy and social work are considered in the historical-social and historicalpedagogical studies of modern domestic scientists during the four main stages of the history of the development of social assistance to people with developmental disabilities. The main problems associated with the integration of children with special needs into society have been identified. Children with limited functional capabilities are one of the most vulnerable categories of society. The goal of the social policy of the government of Ukraine regarding children with disabilities is to create conditions under which they could enjoy the same rights and fulfill the same duties as other members of society. Monitoring the dynamics of children's disability and finding ways to influence it, improving the current legislation on the social protection of children with disabilities is one of the most important tasks of a modern legal state. The issue of social support for children with physical disabilities does not lose its relevance, despite the fact that attention is constantly paid to this issue both at the legislative level by enshrining the rights, benefits and compensations of disabled children, and at the social level by providing state guarantees for their economic and moral support. The main problem of children with disabilities and families in which such children are brought up is that at the level of executive authorities, local self-government bodies, enterprises, institutions, and organizations, these normative legal acts are not always implemented, and therefore, in practice, children with disabilities are often are deprived of the rights and guarantees provided by the current legislation. In Ukraine, there is no unified system of accounting for children's disability, which causes difficulties in studying this problem and the need to take measures to solve it. In this regard, the article examines the current state of regulation of social protection of children with special needs as a result of the development of national legislation, traces the development of the concepts "person with disabilities", "social security", "social protection"; a comparative, formal-logical and systemic-structural analysis of the entire system of social protection for children with disabilities is carried out, and common features and specific features of various types of social protection are determined.
