SOCIAL PROTECTION AND ITS ROLE IN MARTIAL ARTS CONDITIONS

Abstract

Ukraine is going through one of the most difficult stages of its history, during which key issues of its further development and formation are being resolved. During this period, social protection becomes an integral element of state policy, a necessary tool for supporting the population, which suffers significant losses due to hostilities, loss of working capacity, and material and moral damage. The article focuses on important aspects of social support, such as payments to victims, assistance to families of military personnel, displaced persons, war invalids, and other vulnerable categories.Special attention is paid to the analysis of mechanisms for adapting existing social programs to martial law conditions, as well as the challenges and problems facing state bodies. The paper also examines the role of international aid and volunteer organizations that actively support the social protection system in times of crisis. The study shows that effective social protection during a crisis not only contributes to the stability of society, but also supports the morale of citizens, which is an important factor in the fight for national security and the country’s recovery after the war. In addition, the article covers the organizational and legal aspects of social protection, in particular changes in the legislation regulating the rights of citizens to social payments and assistance during martial law. An important part of the study is the financing of social programs, access to medical services, psychological support and rehabilitation of victims. In the context of war, the specifics of supporting low-income groups, internally displaced persons and children who find themselves in difficult living conditions are considered. Particular attention is paid to the issues of mobilizing state and charitable organizations’ resources to support military and civilian personnel, as well as the active participation of civil society in providing assistance to those who need support most. An analysis of the experience of other countries that have experienced military conflicts allows us to determine the most effective models of social protection in war conditions.In summary, the work shows the importance of a properly organized social protection system in martial law to ensure the normal functioning of the state and society as a whole. It also emphasizes the need to develop social support for victims, which is an important factor in restoring stability and reconciliation after the end of the conflict.
