SUBJECTS OF MONITORING THE PROVISION AND ASSESSMENT OF THE QUALITY OF SOCIAL SERVICES IN UKRAINE

Abstract

The article is devoted to monitoring the provision and assessment of the quality of social services, the purpose of which is to ensure that providers comply with the requirements of the legislation when providing social services to the population. The existing legislative framework in the state regarding the monitoring mechanism was studied, in particular, in terms of the distribution of powers of the main monitoring subjects. The purpose of the study is to analyze the classification of monitoring subjects and justify the place of each subject in the overall monitoring system. The object of the study is the monitoring mechanism as an important component of the social service system. The subject of study is the role of each monitoring subject in the process of its implementation. The study used general scientific and special scientific methods, in particular, comparison and analysis, which allowed to summarize the information collected from the web resources of state authorities. The use of the document analysis method when working with regulatory legal acts allowed to deeply reveal the importance of the problem under study. The novelty of the study lies in the systematic approach to the analysis of the role of monitoring subjects. The emphasis is on the importance of the activities of the National Social Service of Ukraine. The conclusions explain the expediency of the existence of many monitoring subjects, primarily due to compliance with quality guarantees and protection of the rights, as well as ensuring transparency and trust in the state and providers of social services. In general, this ensures the achievement of the goal of its conduct – monitoring how the system of providing social services functions, whether it meets established standards, plans.
