THE ROLE OF SOCIAL SERVICES IN ENSURING SOCIAL INCLUSION

Abstract

The article examines the conceptual foundations of the development of the social services system in the context of ensuring social inclusion of vulnerable population groups. The purpose of the study is to reveal the role of social services in ensuring social inclusion and full participation of all citizens in social, economic and cultural life, regardless of age, gender, health status, financial situation or social status. It analyzes modern approaches to building an inclusive society based on the principles of equality, mutual respect, and tolerance. The significance of social services is revealed as a key mechanism for overcoming discrimination, ensuring access to education, employment, healthcare, social support, and participation in social life. The article highlights the need to modernize infrastructure, implement innovative support programs, and actively involve citizens in volunteer and educational initiatives. It emphasizes the importance of interagency cooperation and governmental policy support in the field of social protection to enable effective integration of persons with disabilities, the elderly, internally displaced persons, and other socially vulnerable categories. It has been proven that social services are an essential component of the process of social inclusion, performing the functions of overcoming barriers, accessing resources, integration, supporting autonomy, ensuring equal opportunities, preventing social isolation and building tolerance in society. In light of modern challenges, such as digital inequality and the crisis realities of martial law, their role is constantly expanding and gaining greater significance. The study underscores the relevance of expanding the functions of social services amid digital transformation and the societal challenges of wartime.
