SOCIAL PROJECTS FOR SUPPORTING DISPLACED PERSONS IN GERMANY AND THEIR MONITORING SYSTEM

Social work with displaced persons in the context of the migration crisis caused by the full-scale war in Ukraine has gained particular significance both in terms of humanitarian assistance and in the long-term perspective of their integration into a new socio-cultural environment. It is emphasized that social projects occupy a key place in the system of support for displaced persons from Ukraine in Germany, as they reduce the risks of isolation and marginalization. These projects are aimed at stabilizing the psycho-emotional state of displaced persons, providing professional training and retraining, overcoming language barriers, and familiarizing them with German culture. The monitoring of social projects serves as a crucial instrument for managing the quality of services, adapting to the changing needs of the target group, and evaluating the effectiveness of integration policy. The purpose of the study is to analyze Germany’s social projects aimed at supporting Ukrainian displaced persons and to describe the model of their monitoring. The research methods include: analysis of scientific literature, interdisciplinary reports, and empirical materials; structural-functional analysis of monitoring systems; comparative analysis of social integration practices; and case studies of regional and federal programs. The article examines the monitoring model of social projects functioning in Germany (at the governmental, academic, and civil society levels), and describes its principles, methods, tools, and indicators. Concrete examples of the implementation of monitoring mechanisms are provided. The conclusion is drawn that the German experience in implementing social projects and their monitoring in the field of social work with displaced persons demonstrates a high level of institutional development, but requires further involvement of the target group representatives in evaluation processes, flexible updating of indicators, and strengthening the exchange of practices between federal states. Monitoring in this context not only fulfills an evaluative function but also contributes to social inclusion and sustainable development.
