SOCIAL CHALLENGES IN MODERN UKRAINIAN SOCIETY UNDER MARTIAL LAW AND IN THE POST-WAR PERIOD

Abstract

In the context of Russia’s full-scale war in Ukraine, social risks (political, economic, demographic, etc.) have sharply increased, posing new challenges to the domestic system of social protection and Social Security. The social consequences of the war and the post-war period can be either short-term (demographic, including the destruction of established family structures), or long-term. The latter are the overwhelming majority, including the issue of a full-fledged return of the military to civilian life, the issue of rehabilitation of the military and civilian population; the problem of deterioration of the health and disability of the military and civilian population; forced relocation of the civilian population from the war zone and occupation, as well as migration abroad; economic, political, social destabilization of society, etc. Accordingly, there is a need for a detailed study and analysis of various social challenges, risks associated with them, as well as the development of a program to minimize and eliminate negative consequences. The social protection system is one of the key mechanisms in overcoming the negative consequences of war and restoring the well-being of citizens. After all, social protection means not only the provision of financial assistance to the needy categories, but also the provision of well-being, security and freedom of all members of society. Since the main task of the social protection system is to prevent the emergence of difficult life circumstances of an individual and family, their timely detection and overcoming, the role of the welfare state (in particular, financial and legal mechanisms) is extremely important for social security, i.e. providing social guarantees, social benefits (material payments), and provision of social services. Communities, social groups and the family play an equally important role. Therefore, considerable attention is paid to the issue of social solidarity of society. The article defines a number of important areas of work of the social protection system to overcome or minimize postwar social challenges. It is noted that almost all of them coincide with the «Big challenges of social work».
