DEVELOPMENT DIRECTIONS OF SUPERVISORY BOARDS OF UNIVERSITIES IN UKRAINE IN THE FIELD OF FORMATION OF A CONTINGENT OF SENIOR MANAGEMENT PERSONNEL

Abstract

The article is devoted to consideration of the powers of the university's collegial management body – the supervisory board – in the formation (selection, appointment, promotion, promotion, dismissal) of the university's top management personnel. Compliance with the principle of autonomy (academic, financial, organizational and personnel autonomy) in the activity involves increasing the role of the collegial body – the supervisory board – in all spheres of activity of universities in Ukraine, including in the implementation of personnel policy. It was noted that in Ukraine, the supervisory board of the university has little authority regarding the formation of the senior management personnel of universities, since its main task is to supervise the management of university property. The supervisory board of the university can only initiate the recall of the head of the university. However, the implementation of such powers by the collegial body is mostly nominal, taking into account the fact that the supervisory board is a partially dependent structure on the university and its management (the university statute determines the procedure for the formation of the supervisory board, the term of its powers, competence and order of activity). Three options for further development of supervisory boards were proposed and considered: «to leave everything as it is – «Status quo»»; introduction of the Polish experience in forming and defining the powers of supervisory boards; implementation of the experience of the Netherlands in the formation and determination of powers of supervisory boards. It was determined that for Ukraine, the options of introducing foreign experience in forming and determining the powers of supervisory boards of universities are more acceptable. This will allow to expand the powers of supervisory boards in the formation of the university's senior management personnel (developing selection conditions, carrying out selection, appointment to positions, salary assignment, encouragement, promotion, monitoring of activities, dismissal).
