In modern conditions of development of information society, rapid introduction of information and communication technologies, new social relations are formed in various spheres of human activity. The article establishes that since the needs of society are constantly growing, the requirement of time is the development and implementation of qualitatively new social services in the field of social security. Accordingly, all this requires new forms of communication, which will be characterized by even greater efficiency, openness, transparency, efficiency and quality. It is noted that the system of state regulation of the social sphere and the introduction of new instruments of digital governance includes the formation of a legislative framework and effective implementation of laws in the activities of institutions providing social services to meet the needs of the population, social protection of each person, create and ensure optimal access to basic information resources through automated information systems and channels of their implementation. The aim of the study is to characterize the legal support of information and communication activities of the social institutions. It is emphasized that electronic communications play a great role in the daily life of each person and are an integral part of the functioning of the information space. In the era of comprehensive «digitalization» in Ukraine, the electronic format of interaction between the subjects of relations related to electronic document management has been regulated at the legislative level. However, of course, the legislative framework must be constantly improved in order to meet the modern needs and requirements of society In order to solve the problems of updating the state regulation of relations in the social sphere, it is necessary to focus mainly on improving and harmonizing the regulatory framework for the use of digital interaction measures in the process of activities of social institutions and citizens.
