THE STATE POLICY OF UKRAINE REGARDING THE ORGANIZATION OF THE PROVISION OF SOCIAL SERVICES UNDER THE CONDITIONS OF THE STATE OF MARTIAL

Abstract

The article deals with the organization of providing social services to persons who find themselves in difficult life circumstances under martial law. The purpose of the article is to highlight the state policy of Ukraine regarding the organization of the provision of social services under martial law. Research methods are monitoring, analysis, systematization, generalization and synthesis. The scientific novelty of the article is that the work highlights the modern state policy of Ukraine regarding the organization of social services provision in the conditions of martial law and highlights the priority directions of social policy in the development of the system of social services provision. We believe that the organization of the provision of social services is an important component of the implementation of the country's social policy at the current stage. The main directions of the state policy regarding the provision of social services are highlighted: determination of the legal basis for preventing individuals and/or families from falling into difficult life circumstances, overcoming or minimizing the negative consequences of such circumstances; management of the social services provision system; creation of conditions for the formation and development of the market of social services; development and implementation of state and local target programs; determination of the list of social services; organization of provision of social services; implementation of scientific and methodical, informational, personnel support of the system of providing social services; ensuring compliance with state standards of social services. It was established that the challenges faced by the social sphere require systemic changes in the development of the social services system. The priority directions in the development of the system of providing social services are: digitalization of the social sphere; work on strengthening the capacities of communities and developing the social services they need. Implementation of the set tasks in the country takes place through the introduction of individual experimental projects in selected communities.
