PROBLEMS OF DECISION-MAKING AND PREPARING INDIVIDUALS/FAMILIES FOR CARE AND RAISING A FOSTERED CHILD

Abstract

The issue of ensuring the right of children to grow up in a family environment never loses its relevance, since only the family guarantees the child maximum protection, love and support. As a result of the full-scale war in Ukraine, the number of children in need of family care due to the loss of their parents has significantly increased. Their rights are ensured through adoption and placement in foster families, family-type orphanages, under guardianship or patronage over the child. The purpose of the article is to analyze the problems that arise at the stage of making decisions on the placement of children in family forms of upbringing, as well as in the process of preparing candidates for foster parents, adoptive parents, guardians/trustees, developing recommendations to minimize the problems and difficulties they face, improving the decision-making process and preparing future foster parents, adoptive parents, guardians/trustees for the care and upbringing of a child in family forms. In particular, the article analyzes the results of a survey of candidates for foster parents, adoptive parents, guardians/ caregivers, as part of a study under the United Nations Children's Fund (UNICEF) project "Monitoring the needs and supporting children in wartime" (hereinafter referred to as the Project), which was implemented by the International Charity Organization "Partnership "Every Child" in cooperation with the National Social Service of Ukraine at the request of the Ministry of Social Policy of Ukraine; the problems that arose among candidates at the stage of making a decision on placing children in family forms of upbringing, as well as the process of preparing candidates for the care and upbringing of a child (SFV - foster families, family-type orphanages, families of guardians/caregivers), are described.
