IMPLEMENTATION OF INTERNATIONAL HUMANITARIAN PROGRAMS UNDER MARTIAL STATE IN UKRAINE

The article examines the features of the implementation of international humanitarian programs in the conditions of martial law in Ukraine. International humanitarian programs are an indispensable tool for responding to the consequences of war, as they provide rapid, comprehensive and coordinated assistance to persons affected by military actions and armed conflicts. The purpose of the study is to analyze the essence, content and forms of implementation of international humanitarian programs in the conditions of martial law and to determine the conditions and possibilities of their application in Ukraine. The authors determined that humanitarian aid is a comprehensive system of emergency and targeted support aimed at preserving life, alleviating suffering and protecting the dignity of people affected by military actions and armed conflicts. The article reveals the main forms of providing humanitarian aid, including: direct material assistance, cash assistance, mobile services and programs, social and educational programs, targeted and project assistance, coordination and partnership mechanisms. It has been determined that international humanitarian programs have a comprehensive content that covers a wide range of support areas, from providing emergency assistance during wartime to long-term development programs and support for vulnerable groups of the population and communities. The key areas of international humanitarian programs are logistical, medical, sanitary and social support, economic support and development of community viability, legal assistance. Analysis of practical experience in implementing international humanitarian programs in wartime conditions in Ukraine allowed us to identify priority programs that are based on flexible models of assistance that allow recipients to independently determine the main guidelines, namely: cash assistance programs and cash assistance for protection, which ensure maximum consideration of the individual needs of recipients and a combination of material assistance and psychological and social support aimed at the social adaptation of recipients in difficult life circumstances caused by the war
