SOCIAL PROTECTION OF MILITARY SERVANTS: CHANGES IN THE CONDITIONS OF THE MARTIAL STATE

Abstract

The article highlights changes in the social protection of military personnel and their family members with the beginning of the full-scale incorporation of the Russian Federation into Ukraine. The goal is to analyze innovations in domestic legislation aimed at strengthening the social protection of defenders of the Motherland. It is noted that the effect of the Ukrainian law «On social and legal protection of military personnel and members of their families» in the new version has been extended to members of voluntary formations of territorial communities, which equates them to the role of the Ukrainian army. It is noted that the changes to this Law are inconsistent, as its social guarantees are not extended to their families. The members of voluntary organizations of territorial communities themselves are also not included in the list of persons whose death, disability or partial loss of working capacity without establishing disability give the right to one-time cash assistance. Among the positive changes, the specification of persons who belong to the family members of military personnel and dependents, who are entitled to such one-time support, was noted. Housing is identified as one of the most important social problems of servicemen. Attempts to solve this problem during recent years was analyzed. It was noted as a positive innovation, the steps to solve the problems of housing for military personnel through the introduction of affordable mortgage lending and the opportunity to use it with the help of the «eOselya» program in the «Diya» mobile application. The state established moratorium on the interaction of military personnel and their family members with collectors, creditors, collection companies, new creditors on their own initiative was important innovation for financial pressure reduction. Inadequate work on awareness of military personnel regarding their rights in the field of medical and recreational services was noted. It was concluded that there is a need to increase social guarantees for members of voluntary formations of territorial communities, their families, and to intensify work on raising awareness of the defenders of the Motherland about their social rights.
