Abstract

The organizational and institutional foundations of social protection of citizens in the labor market are characterized. The purpose of the study is to determine the essence of social and labor relations, as well as the corresponding institutional support as the basis of social protection of citizens in the labor market in modern conditions. It has been proven that the organizational basis of the system of social protection of citizens is an established system of social and labor relations in the labor market. The article clarifies the definition of social and labor relations as a complex of administrative, legal, socio-economic, moral and psychological techniques and methods aimed at the process of inclusion of the workforce in the labor market, as well as a system of relations between employers and employees aimed at ensuring sufficient level and quality of life of citizens. The study formulated that the organizational main application of the system of social protection of citizens is the establishment of effective social and labor relations between all subjects on the labor market. According to the results of the study of scientific sources, it was established that the main types of social and labor relations are: paternalism, partnership, competition, solidarity, subsidiarity, competition, conflict (according to A. Kolot). According to the criteria defined by O. Koznova, another classification of types of social and labor relations was investigated: according to the content of activity, according to subjects, according to the object of authority, according to the nature of income distribution, according to the method of communication, according to the degree of regulation. The proposed classifications in no way exclude each other, but, on the contrary, complement each other, serve to form a complex and holistic view of social and labor relations in the labor market of Ukraine. The main tasks and areas of social protection of the unemployed are implemented through the network of relevant state institutions. The State Employment Service is the main institution that ensures the implementation of the state social policy on social protection of unemployed citizens. The institution is a unified service center for providing social services and social assistance to citizens who have lost their jobs and need employment. In turn, the institution that regulates social and labor relations between the subjects of the labor market and ensures control over compliance with labor legislation is the State Labor Service of Ukraine. These institutions form the basis of the institutional provision of the system of social protection of unemployed citizens. They are entrusted with the tasks of the employment policy regarding the provision of appropriate social services and benefits.
