HEALTH INSURANCE AS A PROMISING TYPE OF SOCIAL INSURANCE

Abstract

The article analyzes medical insurance as a promising type of social insurance in Ukraine. It was found that the modern system of social protection of the population in Ukraine is represented by voluntary non-state health insurance, which complements the general system of social insurance. The analysis of the mandatory state social insurance system showed that, as of today, there is no state regulation of medical insurance in Ukraine. This means that there are no state mechanisms and institutions in the country that could implement the general principles of state health insurance in Ukraine. The purpose of the article is to establish the general features of medical insurance, as well as promising opportunities and characteristics of its introduction into the system of mandatory state social insurance. Medical insurance is characterized as a type of insurance that will provide medical and social protection of the insured person against the risk of high costs for medical care. The article highlights the main types of medical insurance, namely mandatory medical insurance as a type of insurance in which participation is mandatory for all citizens, which guarantees them the right to free medical care within the so-called medical guarantee programs; voluntary health insurance as a type of insurance in which participation is voluntary, where insured persons can independently choose the insurance company, the insurance program and the amount of the insurance premium. The study found that health insurance is an important tool to protect people from the risk of high medical costs. It can help make medical care more accessible and of better quality. The thesis that the reform of the medical insurance system in Ukraine can lead to: increasing the availability and quality of medical care has been proven; reduction of the financial burden on families; reducing inequality in access to medical care. It is noted that, along with this, there are also separate risks, consisting in an increase in the costs of medical care; decrease in the efficiency of the health care system; increasing social inequality in access to medical care. An important aspect is that the reform of the health insurance system in Ukraine is based on scientific research and takes into account the needs and legitimate interests of all categories of citizens.
