LOCAL SOCIAL PROGRAMMES: STATUS AND PROSPECTS

The article reveals the relevance of the social programmes` developing and implementing at the level of territorial communities, substantiates their role in meeting the social needs of the population in the context of decentralisation, proves the effectiveness of the local approach to the provision of social services and identifies the key factors that affect the effectiveness of their implementation. The author examines scientific approaches to the essence and significance of the subject matter of the study, and forms his own understanding of the category of social protection programme as a systematically organised set of measures aimed at solving specific social problems of vulnerable categories of the population, which is implemented within a certain timeframe using appropriate financial, material, labour and organisational resources within a certain territory. The author studies the legal framework for the formation and implementation of social programmes at both the state and local levels. The state of implementation of state targeted programmes is studied, and delays in their implementation due to lack of funding are noted, with the exception of certain programmes aimed at supporting persons with disabilities, orphans, war veterans and internally displaced persons. The existing social programmes of the Lutsk City Territorial Community were studied and analysed: Comprehensive Programme of Social Support for War Veterans and Their Families for 2024–2026; Social Protection Programme for 2023–2025; Social Benefits for Children Programme for 2024–2026; Social Services Development Programme for 2021–2025; ´Community without Barriers´ Programme for 2024–2026; Social Adaptation Programme for Persons with Disabilities for 2024–2026; Enforcement of Court Decisions and Executive Documents Programme for 2024–2026; Co-financed Housing Programme for ATO/JFO Participants and Their Families for 2021–2025, and the peculiarities of their formation and implementation are identified.The author suggests ways to improve the effectiveness of targeted social protection programmes: strengthening the targeting of social assistance, digitalisation and automation of the processes of developing and implementing social programmes, focusing programmes on the prevention of social risks, decentralisation of social programme management, improvement of the regulatory framework, continuous monitoring and evaluation of the effectiveness of social programmes, ensuring intersectoral cooperation and partnership, and adherence to a gender-sensitive approach in the formulation of social programmes, public involvement in the development of social programmes, ensuring the flexibility of social programmes in crisis situations.Prospects for further research are to develop practical recommendations for improving the effectiveness of local social programmes in the post-war period.
