DIGITALIZATION OF SOCIAL SERVICE DELIVERY

Abstract

The purpose of the article is to study the level of digitalization of social services and determine the benefits of their provision by means of e-government. The article examines the theoretical aspects and identifies the main problems of digitalization of social services delivery, analyzes the structure of social services and the contingent of their recipients in the Lutsk city territorial community, and identifies the benefits of providing social services through e-government. The author's own understanding of the category of social services digitalization is formed – it is the process of applying digital technologies in the field of social services, including the use of electronic systems, software and Internet resources to improve the provision of social services and simplify the interaction between social services and users. The study investigates the features of using basic software complexes in the Ministry of Social Policy system: Automated Documentation Processing System for Pension and Assistance Recipients based on computer technologies, Software- Technological Complex for providing subsidies to the population for reimbursement of expenses for payment of utility services, purchase of liquefied gas, solid and liquid household fuels («Housing Subsidies»), Unified State Automated Register of Persons entitled to benefits, Software Complex «Integrated Information System «Social Community», Unified Information System of the Social Sphere. The advantages of providing social services by means of e-government using the Unified Information System of the Social Sphere are identified: leveling corruption risks by eliminating direct contact between employees and social clients; accelerating document flow and minimizing its costs, completely eliminating the need for paper certificates; ensuring interoperability of all social databases; forming a single window for obtaining any social service; ensuring rapid exchange of information between the state and private sector. Prospects for further research are to improve the processes of providing social services through e-government.
