MANAGEMENT OF SOCIAL SERVICES OF THE TERRITORIAL COMMUNITY IN THE CONDITIONS OF MARTIAL LAW

Abstract

The purpose of the research is to analyze the management of social services of the Lutsk territorial community in martial law and develop recommendations for improving its effectiveness . The article examines the practical aspects of providing social services in the Lutsk territorial community. The organizational structures of the Department of Social Protection of the Volyn Regional State Administration, the Department of Social Policy of the Lutsk City Council, the Territorial Center for Social Services of the City of Lutsk were analyzed. The following tendencies were revealed: separation of executive and controlling functions; transfer of part of administrative powers from central authorities to local governments ;clear delineation of funding for social services and benefits from different budgets;digitalization of social services, centralization and transfer of all social registers to cloud storage and their integration into a single system. Was formed their own understanding of the concept of management of social services – a management process aimed at maximizing the social and material needs of the population which found itself in difficult life circumstances due to lack of financial and human resources. The priority measures to improve the efficiency of social services management during the war include: providing quality social services to each recipient ; determining the general needs of the territorial community in social services and the introduction of new types of social services related to martial law ; involvement in the management and work in social services and their departments only employees with specialized higher education and relevant experience; preventing the transfer of social workers to 2/3 of the salary or other forms of wages reduction. Prospects for further research are seen in the analysis of the results of the management of social services and finding ways to improve the efficiency of social services to the population in the postwar period.
